Vermont State Rep. Taylor Small, the first openly transgender person to be elected in Green Mountain State’s general assembly, has left her post at the Pride Center of Vermont, where she had served as health & wellness program director and events & communications manager. She now begins a new role at the University of Vermont Medical Center.
In the state legislature, Small was elected in 2020, and her current term ends on Jan. 5, 2025.

Taylor’s journey with PCVT began in 2017 with volunteer work in the Health & Wellness Program, particularly contributing to GLAM events—an HIV prevention intervention creating social educational spaces for those at the highest risk of contracting HIV. Her passion and commitment led to her being brought on as a part-time Health & Wellness Coordinator, and within a year, she assumed a full-time role, expanding her responsibilities to include cultural humility education and addressing inequities in cancer screening access.
In 2018, Taylor’s dynamic leadership propelled her to the position of Health & Wellness Program Director, overseeing a dedicated team in the areas of HIV & STI prevention, health and human service provider education, and reducing barriers to breast and cervical cancer screenings. Taylor’s innovation was evident in transforming the Vermont Diversity Health Project into a geo-location based app, featuring over 250 safe and affirming health and wellness service providers across the state.
Beyond PCVT, Taylor’s impact reached the Vermont Legislature in 2020, where she became the first and only out transgender person to serve in the Vermont General Assembly. Her significant contributions to LGBTQIA+ affirming legislation earned her global recognition from One Young World as their Politician of the Year—and the only recipient from the United States.
Now, after a transformative tenure at PCVT and distinguished service in the Vermont Legislature, Taylor Small is set to embark on a new journey at the University of Vermont Medical Center. In her new role, Taylor will drive health equity and community engagement initiatives, aligning with the overall UVM Health Network Diversity, Equity, and Inclusion strategy.
Reflecting on her departure, Taylor shared, “My time at the Pride Center of Vermont has been an incredible journey of growth and impact. I am grateful for the support, collaboration, and shared accomplishments with this remarkable community. As I step into this new role, I will carry the lessons and spirit of Pride with me.”
